Guiding Opinion in relation to Supporting Hainan's Intensified Reform by The Central Committee of the China Communist Party and the State Council(Zhongfa [2018] No.12) and General Plan for the Construction of Hainan Free Trade Port (Zhongfa [2020] No.8) proposed that: Hainan will co-ordinate the Central Government's capital and its own financial resources to establish the Hainan Free Trade Port Construction Investment Fund (hereinafter referred to as the "Free Trade Port Fund"), which will be operated in a government-led and market-oriented manner. The long-term target size of the Free Trade Port Fund is RMB100 billion and is planned to raise RMB10 billion for the first tranche.

The first batch of the first tranche of Free Trade Port Fund is set up by Galaxy Capital Management in collaboration with the Finance Department of Hainan Province, Hainan Agricultural Reclamation Group, Hainan Province Transport Investment Holdings and Hainan Development Holdings with the social capital that can be paid up and within the Fund's subscription amount. At present, such Fund proposal is under consideration.

Jingning County, Gansu Province is the designated poverty-stricken county targeted for alleviation by China Galaxy Securities, and in March 2000, it was announced that the county was removed from the poverty list. In order to further consolidate the results of poverty alleviation and establish a long-term effective mechanism to solve the poverty problem, Galaxy Capital Management, being the subsidiary of China Galaxy Securities engaged in the operation of private investment funds, proactively promoted the work on the establishment of a designated poverty alleviation fund in Jingning County, and completed the establishment of Gansu Jingning Galaxy Development Fund(Business Registration) in June 2020. The target size of the fund is RMB150 million, with an initial tranche of RMB50 million.

Under the active cooperation between Jingning Agricultural Development Company, Jingning Forest Investment Company, Lanzhou Branch of China Galaxy Securities and Jingning County Poverty Alleviation Office, Gansu Jingning Galaxy Development Fund Co., Ltd. (hereinafter refer as "Jingning Fund" ) successfully completed filing to Asset Management Association of China on 15 December 2020. Jingning Fund operates in the form of a fund to provide local enterprises with modern management concepts, help them grow and explore effective ways to promote the sustainable development of industries in Jingning County, thereby establishing a long-term mechanism for stable poverty eradication and solving the problem of relative poverty, such that after the fund exits from the project investment, the proceeds will be used for the work of "prevention from back-to-poverty" of Jingning County, and after the fund is liquidated, the remaining funds will be donated to the Jingning County Government for re-distribution by the County Government to avoid plunging into poverty again. At present, Jingning Fund is working in line with Jingning County Government for recommendation of poverty alleviation projects to officially launch investment and operation.

Shandong Yunhai Big Data New Dynamic Fund is jointly initiated and established by Galaxy Capital Management and Shandong Inspur Group, with Shandong New Dynamic Fund Management Company Limited and Jinan Hexu Information Technology Co., Ltd. etc. as limited partners. The size of the fund is RMB10 billion, with an initial tranche of RMB5 billion. The fund adopts a dual-GP model, with Galaxy Capital Management as the lead manager and Inspur Group as co-manager. The fund focuses on industries and enterprises related to new technologies, new industries, new business models and new operation modes, mainly investing in the information industry and new high-tech industries, and focuses on selecting new high-tech enterprises strongly supported by the state for equity investment, such as the health care industry, smart cities, cloud services, big data applications, laser chips, state-owned enterprises' mixed reform projects.
